A 2023 jail-administrator directory lists (919) 496-3731 for detention and (919) 340-4362 for a records unit, but those numbers are not the primary contact block on the current FCSO website. Confirm them before relying on them.
Booking and Photo Requests
Franklin County’s Public Records Request page routes police reports to FCSO and asks for detail such as approximate date, location, and parties. A booking request should identify the full name, approximate date, arresting agency, booking number if known, and exact items sought. Ask for the booking sheet, booked charges, bond, release or transfer information, and any releasable photograph.
No fixed booking-photo fee or turnaround is published. The fee schedule lists black copies at 5, 6, and 7 cents by page size, color copies at 15, 20, and 25 cents, and electronic production-only at 1.5 cents per page. Extensive work after more than three combined hours can bring a special service charge, requests within 90 days may be aggregated, and estimates over $100 may require prepayment. Ask for an estimate and format before production.
Other Record Custodians
Use the agency that created or maintains the record:
- CAD, 911 audio, and radio communications go through Emergency Communications and its public-information request form.
- Court documents and certified dispositions belong with the Franklin County Courthouse and North Carolina Judicial Branch. NC Portal is a public docket interface, not the official court file.
- Other county records may be routed to Records(at)franklincountync.gov through the county records page.
- Media and public-information questions can go to James Hicks at 919-496-5994, but the Public Information Office is not a substitute for FCSO custody records.
- State prison, probation, and parole questions belong with NC DAC. Federal and immigration custody use BOP and ICE systems.
City incident reports may be held by Louisburg, Youngsville, or Franklinton police even when a county booking is held by FCSO.
Safety and Current Custody
Use 911 for an emergency. Use the FCSO United for Safety tip route for information about a possible wanted person, and never approach or detain anyone. NC SAVAN and VINELink can provide custody notifications, but they are not booking-photo galleries and a no-result is not proof that an arrest never occurred.
For a case result, check the court route. For a current county custody answer, contact FCSO or the facility. For an old booking, make a narrow records request and ask whether it was retained, transferred, or destroyed under the applicable schedule.
